Priority list: scheduled loads first, then issue loads. Tier 1 is every load marked Scheduled to Ship that still has open or yellow-tag trailers, ordered by ship date (each must finish one production day before its ship date, Mon–Thu week). Tier 2 is loads that aren't scheduled yet but are in trouble — past their anticipated completion (WO due + 3 production days) or on a yellow-tag hold — so they don't slip. Stage comes from each trailer's current routing operation.
